While a statewide potential study is not realistic in Missouri and determining the potential for CHP with granularity will not be more compelling than the overall potential, national statistics provided by the U.S. DOE are compelling – the potential is extremely high. DE staff working on a utility-by-utility basis to encourage outreach to customers who could benefit from CHP. The screening tool provided by the CHP TAP is a survey to help determine if CHP is a good fit for the customers from a financial and technical perspective. Target sectors include public, commercial, institutional, and industrial facilities with consistent gas consumption throughout the year, indicative of consistent thermal load requirements. DE secured agreements for this to occur for both Empire Gas and Liberty Gas.

​ACTION TAKEN
Initiated utility/stakeholder workshops in pursuit of cost-based standby tariffs. Contracted for technical assistance in tariff design to assist in these efforts. Participated in the Ameren Missouri rate proceeding (ER-2016-0179) resulting in a new and much improved Standby Service Rider tariff (https://q9u5x5a2.ssl.hwcdn.net/-/Media/Missouri-Site/Files/rates/UECESheetNo92RiderSSRStandbyServiceRider.pdf?la=en). Participating in PSC working docket on cogeneration and net metering rules (EW-2017-0245). Participated in the 2018 KCP&L/GMO rate cases and secured settlement agreement for a greatly improved SSR.
