Missouri’s recent surge of biodiesel production is due to a Biodiesel Producers Incentive Fund that was established in 2002 and is administered by the Missouri Department of Agriculture to encourage Missouri-owned biodiesel production. Approximately $119 million in incentives have been paid from October 2006 through January 2015 with an additional $21.6 million​.

ACTION TAKEN
Competitive grant benchmarked and analyzed state building energy usage.  DE held advanced training for building operators to achieve energy savings through operations and maintenance. OA-FMDC now requires building operators to evaluate and report energy use monthly to the OA Director. ​

EUI To benchmark buildings the Portfolio Manager uses a metric called energy use intensity (EUI). Essentially, the EUI expresses a building’s energy use as a function of area and time per year, usually in BTU per square foot per year. (73)

Given BEEDS should be applied uniformly to all state construction projects, the proposed revision to BEEDS includes new provisions for energy auditing and commissioning of existing facilities prior to significant renovation projects, provisions to assess potential for renewable energy sources and combined heat and power applications, and provisions generally related to commissioning and other best practices for new construction projects. It also structures procedures to follow to document compliance with BEEDS. ​

Energy Independence and Security Act of 2007: extended an existing federal energy reduction goal to 30 percent by fiscal year 2015; directed federal agencies to purchase ENERGY STAR and Federal Energy Management Program-designated products; and required new federal buildings to be built 30 percent below ASHRAE standards or the International Energy Conservation Code. (75).

The existing BEEDS document requires that the most significant projects perform better than typical buildings. The proposed BEEDS revision will recommend that an EUI target or similar performance goal, such as Energy Star building score, be established for the most significant construction projects. The proposed BEEDS revision requires an energy performance goal to be set for the most significant construction projects and recommends a performance goal as an option for some projects of lesser significance. Such revisions were provided with the draft BEEDS revision.
