Completed March 31, 2017 through an extensive stakeholder process beginning in 2016. DE filed the TRM in EW-2013-0519 for consideration by the statewide MEEIA collaborative. Ameren is basing its MEEIA 3 TRM on the statewide TRM.

DE filed the statewide TRM in EW-2013-0519 for consideration by the statewide MEEIA collaborative. Ameren is basing its MEEIA 3 TRM on the statewide TRM.

Incorporate non-energy benefits (transmission and/or distribution savings; peak load reductions; economic impacts such as job creation and tax revenue; improved housing stock; emissions and environmental impacts, including carbon and greenhouse gas emissions) in the cost-effectiveness tests that are used to determine the cost-effectiveness of energy efficiency programs approved under MEEIA (1.2, 150).​

At the national level, there are standardized formulas that assist in calculating cost-effectiveness; however, jurisdictions tend to adapt these formulas to include certain costs and non-energy benefits that may be relevant to them. Other benefits could be derived from extending MEEIA [and]exploring opportunities for better accounting for social and environmental benefits into cost-effectiveness tests that are used to screen technologies (4, 87). restricting the range of energy savings measures that utilities can include in their programs (1.2, 150):

​ACTION TAKEN
Advocated for inclusion in PSC MEEIA rule (4 CSR 240-20.094); the final MEEIA rule includes a definition of NEBs and authorizes the use of NEBs in the total resource cost test only if they result in avoided utility costs that may be calculated with a reasonable degree of confidence. NEBs may always be considered in the societal cost test. NEBs will also be discussed in the context of the statewide Missouri Energy Efficiency Advisory Collaborative (MEEAC). DE is leading a MEEAC workgroup that will address cost-effectiveness issues, including NEBs.

Further progress steps include defining NEBs through a literature review and evaluation of best/leading practices and then sharing the literature review to gain consensus around leading practices for including NEBs (or a reasonable percentage adder) while working through the MEEAC to develop the process to incorporate the use of NEBs in MEEIA. ​
