For residential new construction projects, energy efficiency performance requirements are attached to these dollars as a way of ensuring that public funding is spent efficiently and effectively. No similar performance requirement exists for preservation and rehabilitation projects (2.3, 158).

Discussions were held with MHDC and the National Housing Trust to explore current processes, and energy efficiency recommendations were shared with MHDC.
