Establish a working group comprised of smart grid stakeholders and industry experts to develop an integrated smart grid vision and plan for Missouri that includes an assessment of benefits and costs, clearly defined desirable smart grid capabilities, strategies to manage risks, and cost recovery for IOUs.​

ACTION TAKEN
The comprehensive grid modernization bill considered by the 2017 General Assembly contained language that ensures recovery of costs associated with research, development, and deployment of new technologies. Legislation passed in 2018 (SB 564) could allow utilities to more rapidly invest in grid modernization: Section 393.1400, RMo. would permit electric corporations to opt in to plant-in-service accounting. DE is participating in the PSC working docket on distributed energy resource planning and has submitted comments on the draft rule. DE has also engaged on this topic in recent rate cases and its energy study.
