​MEEIA: In Missouri, there have been efforts to reduce the throughput disincentive by lost revenue recovery mechanisms for the electric utilities that have implemented energy efficiency programs under the Missouri Energy Efficiency Investment Act.

Advocated for consideration of this legislative issue in “Working Case to Consider Policies to Improve Electric Utility Regulation” (EW-2016-0313). Under Missouri’s Renewable Energy Standard (RES), if a CHP system uses renewable energy fuels (such as biogas, biomass, landfill gas, wood, wood waste or biomass), the electricity generated is eligible to be used for compliance. If the CHP system uses in-state renewable fuels, the resultant electricity is eligible for a 1.25 multiplier provided for in Missouri’s RES. (See Sections 393.1020 to 393.1030, RSMo. and 4 CSR 240-8.010).
