A message from Missouri Energy Initiative

The Missouri State Energy Plan is a roadmap to affordable, secure energy for the state’s residents and businesses. Since 2013 MEI has pushed for legislation to codify a planning process to develop and update the state energy plan for Missouri. We are excited to welcome the Missouri Division of Energy launch a MoSEP Stakeholder Workgroup in 6 regional virtual meetings.
As part of its mission, the Missouri Energy Initiative has been at the forefront of efforts for the state to adopt and implement a state energy plan for a number of years. We have provided Missouri with a consistent, positive path forward for energy policy and energy economic development since 2013 when we published Implications of State Energy Plans: An Economic Case for the Implementation of a State Energy Plan and Its Impact on States.
What is a state energy plan?
A state energy plan (SEP) is a comprehensive strategy that helps policymakers, utility regulators, energy suppliers and consumers improve their energy futures. SEPs examine the current energy profile of the state, assess energy market trends, predict future challenges and identify new opportunities for sustainable energy practices. As a guide, SEPs build consensus among stakeholders and bring transparency to decision-making processes. This enables effective prioritization of energy policies and programs. SEPs assign specific responsibilities so involved parties are kept accountable and smooth implementation is secured.
A top finding from MEI’s 2013 white paper is that successful state energy plans included metrics which were tracked and reported on regularly and evolved with changing technologies and evaluation results. Our 2017 update to the plan confirmed similar findings.
An energy planning process that regularly revisits portions of the plan and uses data and stakeholder input to help guide recommendations is vital. Such a comprehensive approach brings together extremely complex and technical energy topics into the state’s economic development, educational, regulatory, agricultural, and policy arenas.
Progress on Missouri’s State Plan recommendations
During development of the 2015 energy plan, five key areas were identified as needing action:
The State Energy Plan included 122 recommendations in those categories. Since the plan’s approval in 2015, stakeholders across the state have worked to achieve 25% these, with the executive branch and stakeholders completing 76 % of the actions taken. Missouri is one of 39 states that have some form of energy planning document to guide statewide energy policy. The stated main motivations for creating an energy strategy range from security and independence (14), and energy prices (13) to efficiency and conservation (12). Understanding Missouri’s current political make up and our history developing energy strategies, MEI is dedicated to collaborating with stakeholders to carry out recommendations of the Missouri State Energy Plan, and work with the General Assembly to establish a process for keeping the plan up-to-date.
