​ACTION TAKEN
The legislature appropriated a transfer of LIHEAP funds of up to $7 million to the state LIWAP since state fiscal year 2015. The appropriation authority was increased to $7.75 million for FY 2019 to allow for expenditures of funds carried forward from previous years due to insufficient appropriation authority. DE staff will work to advance an administrative/budgetary remedy to address the carry forward issue to ensure more funds can be expended each year to deliver weatherization services.

Owner-occupied Another recommendation of that Task Force was that DSS should modify its rules to require that individuals living in owner-occupied dwellings who receive utility assistance will be referred to their local weatherization agency for weatherization of their residence (110). Weatherization also allows for a reduced burden on utility assistance providers. Weatherization programs can be very cost-effective when considering the energy efficiency savings as well as other non-energy benefits. Some studies have shown that for every dollar invested in the program, $2.51 is returned to the household and society.205 (111).

DE is partnered with DSS LIHEAP and utilities to facilitate referrals of recipients accessing LIHEAP crisis funds and utility low-income programs.
