IMPROVE MO WATER INFRASTRUCTURE

Establish minimum energy efficiency standards for all water infrastructure projects funded by the Missouri Department of Natural Resources (MDNR) (1.3, 151).

Establishing a minimum standard for efficiency would assure that federal and state funds are being maximized and achieving the greatest benefits of reducing operating energy costs, assuring more efficient use of water supplies and mitigating the effects of climate change (2.3, 83).

Identifying opportunities to combine and fully utilizing existing funding streams for water and wastewater infrastructure such as the Division of Energy’s Energy Revolving Loan program would also allow for more energy and water efficiency or green projects and bring all available resources to the table (2.3, 83.). Several states including Connecticut, New York, Vermont and Hawaii, are using green banks that are usually quasi-governmental (1.4, 112).

​ACTION TAKEN
DE intervened in Missouri American Water (MAWC) rate case in 2016, which resulted in MAWC’s commitment to performing in-house process energy audits for the purpose of improving supply-side energy efficiency. DE provided review and comment on the draft reports to improve their usefulness. Discussions are also on-going regarding demand-side measures, including distribution of efficiency kits intended to help customers save energy and water in response to inclining block rate pilot implementation in 2018 rate case.
