Other benefits could be derived from extending MEEIA to natural gas IOUs and other utilities, and exploring opportunities for better accounting for social and environmental benefits into cost-effectiveness tests that are used to screen technologies (4, 87).

Advocated through the Public Service Commission process to adopt rate design to allow recovery of throughput disincentives similar to MEEIA (Spire, Liberty). SB 705 signed by Governor that allows water utilities to recover throughput similar to MEEIA.  ​ ​

Another type of upgrade that utilities are undertaking involves improving the efficiency of the distribution grid by optimizing voltage on the feeder lines that run from substations to homes and businesses. This process is called Conservation Voltage Regulation (CVR) or voltage optimization…However, because the benefits of CVR accrue mainly to customers and the costs of implementing CVR falls mainly on utilities, CVR is not being adopted as widely as it could be (1.2, 53).

​ACTION TAKEN
​Advocated for inclusion in PSC MEEIA rule and for recognition of CVR as an element of grid modernization, resulting in the inclusion of CVR investments in utility capital investment plans through passage of SB 564. Upon DE’s recommendation, it is included in PSC-ordered Special Contemporary Issues to be addressed in utilities’ upcoming IRP filings.

In addition, some states include CHP as an eligible technology under their energy efficiency resource standards or renewable energy standards to facilitate development of CHP projects (2.3, 82). may result in increased participation from large energy users as it may provide a better operational fit as well as increased reliability (2.1,114).

​ACTION TAKEN
DE continues to advocate for inclusion of CHP in utility energy efficiency programs in advisory collaborative discussions and rate cases. Although not explicitly included in the final revised MEEIA rules, CHP is listed as an eligible measure in Ameren, KCPL and KCPL-GMO’s custom business energy efficiency programs. DE is advocating for CHP’s inclusion in MEEIA Cycle 3 portfolios and parties have agreed to its inclusion for Ameren. ​
